Introduction to Hong Kong DHL Small Package Price (HKDHLX) Channel
Quotation Instructions:
The United States does not accept zip codes starting with 31, 32, 33, or 34; zip codes starting with 30, 35, 36, 37, 38, or 39 are acceptable, with a minimum declared value of 100 USD. Shipping costs can be declared, or proof of value can be provided.
- Own account, no warehouse queuing. Battery-powered products must be packaged in cardboard boxes! Multiple battery types are not accepted in a single shipment; only one battery type is accepted!
- The above quotations are in RMB, excluding fuel surcharges and taxes. The cost standard is based on the official DHL website. Our company's collection is valid within 3 months.
- Zones are divided into 1-17 zones: Separate customs declarations can be made, with a declaration fee of 200 RMB/shipment and 50 RMB/page for additional pages.
Product Instructions:
- Countries that require the recipient's tax number: United Kingdom, Indonesia, Brazil, Chile, Peru, Panama, Argentina, Colombia;
Other European Union countries can ship without it, but at your own risk!
Effective immediately, our company's Hong Kong DHL shipments to Mexico require a tax number for shipment (DHL mandatory requirement).

Super-value customs declaration fee: A surcharge of 25 RMB/shipment is required for single-shipment declarations exceeding 120 USD.
The calculation method for super-value customs declaration fees exceeding 6000 USD is as follows: (Declared value * 7.8 - 46000) / 1000 * 0.25 + 25).
Declaration requirements for India and European countries:
- 0.5KG 60USD
- 1KG 80USD
- 1.5KG 100 USD
Currently, for South American countries Colombia, Chile, Brazil, Nigeria, and Zambia, all product declaration requirements start at 50 USD per shipment, and battery-powered goods are greater than 60 USD.
This channel: Some countries do not accept any gold or silver jewelry. India does not accept changes to the address or recipient information by the sender.
Mexico Declaration Requirements:
DHL Notice: For all shipments to Mexico (MX) with a declared value of less than 2500USD, customs clearance requires the importer's tax ID (RFC) / recipient's tax ID (personal ID (CURP)).
Mexican customs requires the recipient to provide legal proof of identity for tax purposes:
- Company: Provide tax ID;
- Individual: Provide tax ID or personal ID number;
- Foreigner: Provide foreign tax ID or personal ID number.
The invoice must provide complete importer/recipient information, including name, address, phone number, and email.
In addition, the invoice must also have a detailed description of the goods, including detailed product name, customs code, material, use, quantity, unit price, number of pieces, currency, total value, country of origin, etc.
For all express channels to the destination countries "Qatar (QA), Kuwait (KW), Oman (OM)", the commercial invoice needs to provide a 12-digit customs code.
The customs codes (HS CODE) for Oman, Qatar, and Kuwait will be adjusted from 8 digits to 12 digits. From January 1, 2025, all parcels sent to these three countries must include the 12-digit customs code (HS CODE) on the commercial invoice. Failure to provide these codes may result in customs clearance delays. If returns or failure to clear customs are caused by customs code issues, all problems will be borne by the sender.
- The following India and European countries must declare above 120USD for 2KG or more, and the declaration requirement for other countries cannot be lower than 30USD.

US FBA declarations within 800USD are forced to prepay customs duties for shipment. Regardless of whether customs duties are incurred, the handling fee will be charged and will not be refunded. Customs duties will be settled on a real-time basis, and the specific customs duties are subject to the DHL bill!

If overseas returns are caused by non-DHL reasons, the return shipping costs and related return costs will be unconditionally paid by the sender.
Battery-powered products in Portugal are prohibited from being sent to postal codes starting with 9, and other postal codes are not affected; Nepal, Pakistan, and Myanmar require MSDS+UN38.3 test reports for battery-powered products.
Special countries: Chile, Panama, Argentina, and Colombia are strictly implemented as follows:
(1) Only accept internal batteries, not configured batteries, and goods containing dangerous goods: 900RMB/shipment * fuel surcharge
(2) Low declarations are strictly prohibited. A super-value customs declaration must be made for declared values exceeding 100USD, with a handling fee of 25RMB/shipment.
(3) Customs duties can be prepaid with a handling fee of 200 RMB/shipment
(4) Customs clearance by designated customs broker: 400RMB/shipment + fuel surcharge
(5) There is a risk of tax refunds. The validity period for tax recovery is one year, and the sender must unconditionally pay the tax;

(6) No compensation applications are accepted. It is recommended to purchase insurance for high-value items

Panama: Customs duties cannot be prepaid, and FBA goods are not accepted. If the address change fee is increased to 110*U, a battery fee of 70RMB/shipment will be charged for battery-powered products.
Colombia: Commercial shipments, private addresses, and FBA goods can be accepted (FBA goods do not accept declared values below 800 USD,

Additional costs:
- Extra product name fee: If the declared product name exceeds 5, an additional fee will be charged. Starting from the 6th product name, an additional 40RMB/piece will be charged for each additional product name.
The United States, Canada, Mexico, Puerto Rico, European countries, etc. If jewelry products are sent, you need to inquire about the price separately or notify the product surcharge after shipment. The cost varies for each weight range and each country, please pay attention.
Residential address delivery fee: Additional 40RMB/shipment*U (additional collection based on the bill)
Overweight fee: RMB 900U/piece, single piece billing weight >=69KG; If DHL charges our company for overweight and overlength fees after the goods are exported, our company will collect this fee from the shipper. DHL's maximum acceptable size limit: within 298198*158cm, anything exceeding this will not be accepted.
Handling surcharge: A handling surcharge of RMB 165 yuan/piece*oil will be charged for packages with a single piece actual weight ≥24KG and ≤68KG. If a surcharge for overweight or overlength goods has been charged, a handling surcharge will no longer be charged.
Oversized surcharge: A surcharge of RMB 165 yuan/piece*oil will be charged for a single piece with a single side length ≥98CM.
If DHL charges our company for overweight and overlength fees after the goods are exported, our company will collect this fee from the shipper.
- Address change fee: RMB100/shipment*U, if delivery cannot be made due to incorrect or incomplete recipient address, DHL
If there is "Delivery address to be confirmed, please contact DHL" or "The shipment cannot be delivered due to the recipient's address relocation" in the operation information, a surcharge will be charged.
- A special handling fee of RMB2350*U/shipment will be charged for shipments with the following conditions:
(1) Goods with marks/text prompts on the outer box indicating that they cannot be stacked, unless otherwise specified by the shipper;
(2) The outer packaging cannot withstand the stacking of other goods, and the pallet goods affect the normal stacking of other goods;
If the shipment has several of the above conditions at the same time, only one fee will be charged: RMB2350*U/shipment.
Remote area surcharge: RMB5/KGU, the minimum charge per shipment is RMB250fuel surcharge/shipment, and the validity period for this fee is 3-6 months.
Kazakhstan Customs requires that all "package" shipments imported into the local area must provide a customs declaration certificate from the exporting country. Therefore, all
"Packages" sent to this country via Hong Kong DHL must be declared separately in Hong Kong, and the customs declaration fee is 37RMB/shipment.
- Destination customs duties are paid by the recipient. If the destination recipient refuses to pay customs duties, the sender shall unconditionally pay the customs duties incurred at the destination.
The relevant fees will be surcharged for one year. Sender's prepaid customs duties and recipient's refusal to pay customs duties handling fee: 200RMB/shipment.
A tax handling fee of 2% will be added to the total amount of relevant fees, customs duties and taxes, with a minimum charge of 40RMB per shipment.
- High-risk area surcharge (surcharge for all goods): RMB260*U/shipment. The countries that need to collect this fee include:
Afghanistan, Ukraine, Iraq, Lebanon, Libya, Somalia, Mali, Niger, Sudan, Syria, Yemen, Haiti, Democratic Republic of Congo.

- Limited destination surcharge (surcharge only for package goods): RMB360*U/shipment. The countries that need to collect this fee include:
Central African Republic, Democratic Republic of Congo, Iran, Iraq, North Korea, Liberia, Libya, Somalia, Syria and Yemen
Ivory Coast, Eritrea
Insurance services:
- If you need to purchase DHL insurance, etc., you must indicate it in capital letters in a conspicuous place on the waybill, and make corresponding remarks on the list.
Make a separate handover with our customer service and receiving staff when delivering the goods. Otherwise, you will be responsible for the consequences!
Suspended service:
- Hong Kong DHL countries: Iran, Russia, Uruguay, Iran, Paraguay, North Korea, Syria, Yemen, Kosovo,

Declaration requirements:
- Product name declaration and invoice requirements: A commercial invoice with detailed Chinese and English product names, materials, and uses must be provided at the time of delivery. Otherwise
If it is deemed that our company will declare on its behalf, our company will not be responsible for any customs detention or delays.
Compensation standard:
If there is any problem with the goods, please raise it within one week of the problem occurring. The compensation standard for the entire shipment is lost;

- 2 Shipping costs will not be refunded. Please ensure that the goods are well packaged, no compensation for damage; no compensation for delays.
- 3 Claims must be initiated within 30 days from the date of pick-up of the goods, and no claims will be processed after the deadline.
Special Requirements:
When preparing for customs clearance, it is essential to ensure that the commercial invoice information is complete and accurate, which includes (at a minimum) the following categories of information:
Information on both parties to the transportation
‒ Exporter and sender (can be the same party)
‒ Importer and recipient (can be the same party)
Information on the contents of the transported goods
‒ Item-by-item description of the goods
‒ Import and/or export customs commodity code (HS Code) (at least the first 6 digits of the HS Code must be provided, preferably the complete customs commodity code)
‒ Product value (including currency unit)

‒ Quantity
‒ Weight
‒ International trade terms (as well as transportation/insurance costs, depending on the transaction method)

Tips:
From March 1, 2023, all goods transported by air to or transiting the European Union, Switzerland and Norway/UK must have:
(1) Detailed and accurate description of each item;
(2) 8-digit Customs Commodity (HS) Code;
(3) EU Economic Operator Registration and Identification Number (EORI)

US Tariff Requirements for 2025:
Reminder of documents for goods going to the United States and Puerto Rico:
- Documents are not affected;
- MID is not required for direct shipment below 250USD;
- MID is required for shipment between 250-800 USD (regardless of whether it is declared), and the IOR of this value of goods is currently not required;
- For declared goods above 800 USD, the importer's tax number and MID must be provided for shipment.
Because the United States has cancelled the 800 USD threshold, all goods may be subject to tariffs. Please be sure to provide accurate product names, ingredients, HS Codes and other information when making the list.
About MID:
MID Code (Manufacturer Identification Code) is mainly used for US customs declaration, and is a substitute code for the full name and address of the manufacturer, shipper or exporter. The following are the MID Code generation rules:

Precautions
- The MID Code must be generated accurately according to the above rules, otherwise, the customs documents may be returned.
- For some special cases (such as Canada), provincial codes may need to be used.
- If the address contains multiple numbers, the largest number should be selected.
Urgent Notice Regarding Changes to US Tariff Policy ‼‼
On February 1, 2025, the US government issued an executive order announcing a 10% tariff increase on all goods from China. The new regulations will take effect on February 4, 2025. All goods from China to the United States will no longer enjoy the 800 USD tariff exemption policy and will be subject to an additional 10% tariff on the original tax rate (the final tariff for various products ranges from 10-60% or more).
At the same time, please be sure to fill in the cargo information truthfully when shipping, including but not limited to the product name, amount, quantity, destination country HS Code, weight, and other information, and ensure the authenticity, accuracy, and completeness of the declared information. All consequences and costs caused by the US Customs re-evaluation, detention, delay, confiscation, supplementary tax payments, and additional fines will be borne by the sender. Once your company delivers the goods, it will be deemed that you have carefully read and defaulted to abide by the above notice!
